The Collaborative Hubs of Academic Learning Organisations (cHALO) is a not-for-profit programme led by CAILTEC and based at Leeds Teaching Hospitals NHS Trust. In collaboration with global faculty and local partners, we aim to strengthen emergency care education in low-resource settings through leadership development, virtual training, and shared expertise.
To educate and empower healthcare professionals, leveraging innovative strategies to improve emergency care delivery where it’s needed most — and make learning engaging and impactful for everyone.
We work with partners and faculty across:

Sri Lanka
In 2021, we launched the South Asian Collaborative for Emergency Care (SACEM) to coordinate efforts across these countries and fast-track the development of safe, effective emergency care systems.
At the core of the cHALO Programme lies a deep commitment to equity, innovation, sustainability, and the empowerment of local teams. We believe that meaningful change in emergency care starts by equipping communities with the tools, knowledge, and confidence to lead their own development.
Our collaborative approach fosters inclusive learning environments, culturally relevant practices, and solutions that are designed to last. By placing local voices at the centre, we aim to strengthen healthcare systems from the inside out.
